Maryland County Jails & Detention Centers - Directory

As we have discussed previously in various articles and blogs, jail and prison are very different. When someone is initially arrested, they are typically sent to a local detention facility and/or the local jail. After sentencing, they will either do their time of incarceration in a local jail or in a state or federal prison. 


In Maryland, each county operates and manages their own jails and detention centers. 


We have organized this listing for all Maryland local facilities with the names, addresses, phone numbers, and other basic details of the jail or detention center. Please note that this list may not be exhaustive, and phone numbers or addresses may change over time, so it’s a good idea to verify through local resources or contact us here for assistance .


In addition, it’s important to note that each location will have their own rules on visitation and sending mail to inmates. It’s important to understand the rules of the specific facility because they all operate differently. 


For example, guidelines for mail restrictions can include:

  • Mail must be sent to the facility in plain white, legal or letter sized enveloped and must be written on plain white paper. 
  • All mail must include the inmate’s first and last name, the jail or DOC number, the sender’s first and last name, and the sender’s complete return address. 


Some examples of contraband (items not allowed in the mail) include, but are not limited to:


  • Food, clothing or cosmetic items
  • Adhesive material of any kind including stickers, tape, labels (including return address labels), decals, wax, etc.
  • Paper clips, staples, binder clips
  • Letter or envelope decorated with beads, ribbons, springs, glitter, etc.
  • Use of colored pencils, markers, glitter pens, gel pens, crayons, paint, watercolors, hi-lighters, inked rubber stamps or any colored ink pen other than blue or black
  • Correction tape or fluid (White-Out, etc.)
  • Greeting cards, note cards, musical cards, recordable cards, homemade cards or poster cards
  • Colored envelopes or colored stationery

Allegany County Detention Center

Details:Operates under the Allegany County Sheriff's Office; offers pre-trial detention, sentencing, and work release programs.

Commissary Services: Inmates may receive money into their commissary account by cash deposit at the facility commissary kiosk (at the jail) or by electronic deposit at http://jailatm.com/

Telephone Calls: All friends and family accounts are set up and funded online through the vendor, Paytel at paytel.com. If family or friends are experiencing technical phone issues with an inmate, they should contact Paytel at 1-800-729-8355. 

Visitation: This facility has no in-person visitation. All visits are virtual and administered through Homewav

Anne Arundel County Detention Center – Jennifer Road

Details: A large facility offering work release programs and substance abuse treatment. Operates under the Anne Arundel County Police Department. 

Commissary Services: Managed by Access Corrections. Deposits can be made at accesscorrections.com, by phone at (866) 345-1884 or through the kiosk located in the lobby. You can download the Access Corrections app for your smartphone and make deposits thru the app and manage your account. The 24/7 toll-free phone number for Access Corrections is 866-345-1884 where you can also make a deposit over the phone.

Visitation: Inmates are allowed 2 personal visits per week. The durations of the visit is up to 1 hour unless there is a high volume of visitation activity, then visits could be terminated after 30 minutes. All Visitors are required to present a valid, unexpired driver’s license, government-issued ID or passport. If a passport is used, visitors must also provide a piece of mail (utility bill, phone bill, etc.) displaying their current mailing address. No one is permitted to enter without this identification. Details: A large facility offering work release programs and substance abuse treatment. Operates under the Anne Arundel County Police Department.

Visitation: Inmates are allowed 3 personal visits per week with each visit lasting 30 minutes. Inmates cannot receive more than two visits per day. Up to 3 people are allowed to visit at a time. All visitors are required to present a valid, unexpired driver’s license, government-issued ID or passport. Baltimore County Detention Center

Capacity: ~1,000 inmates

Details: Offers services for pre-trial, sentenced inmates, and alternative sentencing options like work release.

Commissary: To make a deposit into an inmate’s account, you must sign up and have an account with Connect Network. Go to connectnetwork.com or download the app. Commissary purchases may not exceed $75 per week. Any commissary discrepancies must be submitted by the inmate on an inmate request form immediately for review and investigation. As an alternative to depositing funds for commissary into an inmate’s account, family and friends may place an order through iCare website.

Phone: They recommend you create an AdvancePay prepaid telephone account. Learn more about AdvancePay. 

Visitation: Inmates are allowed three 30-minute visits per week Monday- Sunday. Sign-in 15 minutes prior to visit. Bring valid ID. Inmates housed in Kenilworth Diagnostic Unit may not receive visitors until they are moved to general population. See the Visiting Regulations section for more information.

Mail: Mail sent to the BCDC must be clearly addressed and mail to one of the following addresses using a plain white envelope and following guidelines stated on page 1.

To mail a letter to the Baltimore County Detention Center, you should send it to: Inmate Name, Booking Number. Baltimore County DOC—1600. P.O. Box 96777. Las Vegas, Nevada 89193. 

The mail should include their full name and inmate’s ID number. The mail is being sent to Pigeonly, a processing center in Las Vegas, Nevada. Pigeonly will open, scan, and screen all mail for contraband before sending the scanned copy to the Baltimore County DOC.

Attorneys continue to send mail directly to BCDC for delivery to their client. For questions about these guidelines or to obtain inmate ID number, call 410-512-3200.




  

Calvert County Detention Center

Capacity: Around 100 inmates

Details: A smaller facility offering a range of rehabilitation programs and work release opportunities. The Calvert County Work Release Building is located at the same address. 

Commissary Service: Commissary can be purchased once a week. Orders are placed on Wednesdays and commissary deliveries are made each Thursday. In addition, the Calvert County Detention Center uses the Paytel phone system for inmate calls. More information is available from Paytel here. 

Visitation: Visitation for inmates at the Calvert County Detention Center is by appointment only. The visitor should contact the detention center between 8am-2pm to schedule an appointment. Visitations are held on Saturdays and Sundays between the hours of 8am to 8pm and are for 30 minutes with only one visit per week per inmate allowed.

Carroll County Detention Center

Details:Operated by the Carroll County Sheriff's Office, it offers education and rehabilitation programs.

Commissary Services: All inmates in Carroll County Detention Center are assigned a tablet during the booking process. These tablets allow inmates to conduct video visits and to reveive messages and photos. Additional telephones are located in each housing units for inmates to use between 5:30am and 11:30pm daily. Telephone calls can be made either (1) outgoing collect call or (2) pre-paid account. For pre-paid accounts, minutes can be added by using the Paytel Connect App. Communications are run thru Paytel. For more information or to sign up, visit Paytel’s site here. Inmates can order commissary through their tablets. Commissary can be ordered by family and friends by placing an order thru Accesscatalog.com. 

Visitation: As of May 7, 2024, all visitations are virtual only thru Paytel. There are no more in-person visitations.

Charles County Detention Center

Details:Includes a wide range of inmate programs like GED classes, work release, and substance abuse treatment.

Commissary Service: Inmates can have a maximum of $200 in their commissary account. Funds must be submitted by Wednesday for commissary orders (placed on Thursday mornings). There are 2 options for depositing funds: (1) Using the Kiosk located in the Charles County Detentino Center lobby that is available 24 hours a day, 7 days a week. The kiosk accepts credit cards, debit cards, and cash and (2) Online funds can be deposited thru JailATM. You can create an account and make a deposit for Charles County Jail inmates here. For inmates to receive phone calls an account with IC Solutions must be created. Brochures are available at the Charles County Detention Center and additional information is available online at www.ICSolutions.com. Contact IC Solutions directly to open an account or if you have questions about the service at240-427-5700.

Visitation: All visits with inmates at Charles County Detention Center are remote. You can visit iWebVisit.com for more information. In order for friends and family to participate in video visitation, they must have access to a web-cam and high speed Internet. A total of 4 remote visits per day are allowed and each visit is 15 minutes long. The cost for each visit is $4.50. Visits can be scheduled in as little as 2 hours in advance and can be scheduled up to 3 weeks in advance. Visits are available 7 days a week from the hours of 7:45am to 9:30pm.

Dorchester County Detention Center

Capacity: ~120 inmates

Details: Focuses on pre-trial detention and local detainees. Offers work release and rehabilitation programs.

Commissary: This facility likely uses Securepak. Inmates typically are permitted to have family either add money into a commissary account (like a bank account) through a kiosk at the facility itself (cash for no charge) or through a website for a fee. This allows the inmate to make purchases of food or other personal items usually 1-2 times a week. Typically, facilities restrict how much can be spent per order. Some facilities allow families to order directly from SecurePak online and the orders can be delivered direct to the inmate. Check online at SecurePak to see if Dorchester County participates.

Visitation: All visits must be schedules in advance and visitors must provide valid ID. Visitors will be searched and must wear appropriate attire. Inappropriate behavior will be grounds for removal. Check with the facility at 410.228.8101 for updated visitation hours. Typical visitation is M-F 7.30- 9.00PM. Sat-Sun 7.30-2.30. 

Mail: Mail plain white envelopes containing no contraband or inappropriate material. All mail subject to inspection. No cash or personal checks. Include senders full name and return address and inmates ID.

Frederick County Adult Detention Center

Details:Provides a variety of programs, including work release, educational services, and counseling.

Commissary Service: To place money into an inmate's commissary account, there are 2 options: (1) in person and (2) online. In-person deposits can be made via the kiosks that are located at the Frederick County Detention Center in the Visitation area. Deposits can be made with cash, debit card or credit card. Online deposits can be made at smartdeposit.com. No funds are accepted through the mail. 

Visitation: In-person visitation for the Frederick County Detention Center (Jail) following the following schedule: 

Juveniles – Thursdays between 12:30p to 7pm

Females – Saturdays between 9am and 4pm

Males – Sundays between 9am and 4pm. 

Family and friends wanting to visit an inmate who is currently at the Frederick County Work Release Center can visit on Saturdays between. 9-11am and 8-10pm. 

Each inmate is allowed 1 visit per week – for a maximum time of 30 minutes. Visitors must register prior their visit. Registration starts 30 minutes prior to the visitation times and ends 30 minutes before the ending of visitation times. 

There is also an option for video visitation. Video visits are managed thru homewav.com. Video visits can occur on-site at the Frederick County Detention Center. There is no fee for video visits that occur on-site, however the video visits count towards the 1 visit per week maximum.  

For family and friends choosing remote video visits, the cost is $0.30 (30 cents) per minute. Inmates are allowed unlimited video visits per week but each remote visit is limited to a maximum time of 15 minutes. Garrett County Detention Center

Details: A small facility that primarily deals with short-term detainees and local incarceration. The Detention Center has 7 housing units with 72 general population beds and 4 holding cells. 

Commissary Service: Family and friends can send in commissary packages using Access Securepak. Money can be deposited into their commissary account by cash deposit at the facility in the kiosk located in the lobby, or via electronic deposit or telephone. Thru AccessCorrections.com. No funds of any type are accepted through the mail, incarcerated individuals can use these funds for commissary purchases, telephone use, medical fees, and to purchase entertainment on tablets. In addition, family and friends can set up an account thru Paytel to receive calls from inmates. 

Visitation: There is no in-person visitation at the Garrett County Detention Center. All visitations are done via remote video. There are video kiosks available in each housing unit for the inmates. The cost of the video visit is charged to the person initiating the visit. All visitations must be set up and funded at: https://www.homewav.com

Mail: Inmates cannot receive personal mail at the Garrett County Detention Center other than privileged and legal mail. All non-legal mail (i.e. mail from friends and family) goes through a mail processing center off-site which scans all mail. Once the mail is received by the processing center it is searched and scanned into the system. Individuals may view their mail on the tablets provided to them. No money, checks, magazines, newspapers, packages, etc. will be accepted at this facility. All mail must be addressed as follows:

Harford County Detention Center

Details:Provides a variety of programs such as drug treatment, GED courses, and work release.

Commissary Service: To make a deposit into an inmates account, you must sign up and have an account at https://web.connectnetwork.com/. In addition to online deposits, you can also make a deposit over the phone (after you create an account at ConnectNetwork), in-person in the lobby at the detention center, thru the mobile app, or mailing in a money order. The facilities ID is #189. This ID number is needed when sending money 

Visitation: Harford County Detention Center (HCDC) holds inmate visitations on 2 days each week – once on Saturdays from 9:00 AM to 3:00 PM and also on Sundays from 09:00 to 3:00 PM. If you intend to visit an inmate, you (the visitor) must register and create an account in advance at: www.gtlvisitme.com. When creating an account, you must use Google Chrome (browser) only. This is mandatory. There will be a limited number of visiting during those time periods. Inmates are allowed one visit per week with a limit of two visitors at a time, including children. For more information on Scheduling and Registration Click here. In addition, like other facilities, there are strict dress-code requirements including things such as (but not limited to): 

  • Shorts, skirts and dresses must reach the knee. 
  • Shoulders, back midriff, sides, excessive cleavage and bust must be covered.
  • Tops or dresses that have revealing necklines and/or excessive splits are not allowed.
  • No tube tops, tank tops or halter tops, spaghetti straps.
  • No-see through or sheer clothing.
  • No form fitting clothes such as leotards, spandex, leggings and jeggings.

Mail: All correspondence must be on commercially-produced postcards. All correspondence must be addressed to the specific inmate – and the inmate’s first and last name, along with their ID number must be included. In addition, as of April 2020, only books from barnesandnoble.com and booksamillion.com will be accepted and must be mailed directly using the USPS. No hard-cover books or used books will be permitted. All mail should be sent to:

Howard County Detention Center

Capacity: ~474 inmates

Details:Includes educational and rehabilitation programs to assist inmates in their reintegration into society. Program examples include: AA/NA, Anger Management, Strengthening Families, Guiding Good Choices, Grief Support Group, LEEP (Life Skills Education Employment Program), SBIRT (Screening Brief Intervention and Referral to Treatment), ServSafe, CDL, Landscaping, Flagger Certification, Toast Masters, CorrespondARTS Program, and more.

Commissary Service: Howard County uses Keefe as the 3rd party commissary vendor. Family or friends may order clothing / hygiene items through Keefe Commissary by calling toll-free 1-800-546-6283 or by placing money in an inmate account for the inmate to order the items. Inmates can use their assigned tablet and/or the telephones available in the housing unit to order items directly. To add funds to an inmates account you can also go to www.accesscorrections.com 

Friends and family can also make deposits into an inmate’s account in person, at the kiosk in the front lobby. The lobby kiosk accepts MasterCard, VISA, and cash (will not accept $1 bills). 

Depositing money directly into the kiosk in the lobby is the most cost-effective way to add money as the kiosk charges $3 per deposit regardless of the amount. If deposits are made through the phone or website, the service fees range from $2.95 up to $10.95 depending on the amount of money you are depositing. 

Visitation: As in many institutions, the visiting schedule can change. It is always a best practice to contact the facility directly or work with an experience Maryland Prison Consultant who can help provide insight and guidance. As of the end of 2024, the visitation schedule for Howard County is held 7 days a week. The day and time for visitation depends on the housing unity the inmate is on. For example, inmates on W-1 have visitations from 9am-10am and 1pm-2pm on Wednesdays. All days offer 2 times (typically a time in the morning, for example either 9-10am or 10-11am) and a time in the afternoon (for example, 1pm-2pm or 2pm-3pm).

Kent County Detention Center

Details: A smaller facility for local detainees and pre-trial offenders.

Commissary: Money may be mailed to inmate in the form of a money order. Money orders must be filled in completely and written to the inmate. Orders may be placed online or by phone through accesscorrections.com or by calling 866.345.1884. You will need the inmate’s name and ID number. You may also deposit cash into the inmate’s account at a kiosk at the facility kiosk or through a credit card. Tip: Depositing cash at the kiosk typically doesn’t charge a percentage of the amount deposited service fee.

Telephone: Inmate Phone System is PAYTEL. This is a video visitation service. Call 1.800.729.8355, or visit homewav.com, click sign up here, complete steps 1 & 2 of the registration, add money to the account and wait for the inmate to call.

Visitation: Visitors must arrange visits in advance, adhere to a dress code, provide identification, and may undergo a safety check. Visitation is M-F 7.30am – 9.00pm and Sat-Sun 7.30am- 2.30pm.

Mail: All mail must have the full name and address of the sender. Do not send oversized postcards, greeting cards or perfumed letters. Polaroids and photographs must be 4x6 or smaller and a maximum of 4 photos per envelope. All envelopes will be inspected for contraband. Mail should be addressed as:

Details: Offers a variety of programs including vocational training, education, and mental health services

Commissary: MCCF uses Access Corrections. There are a few options for commissary. Families can deposit funds in an online account they create by going to accresscorrections.com or downloading the app. You can also call Access Corrections at 866.345.1884. You will need the inmate’s name and ID number. Both will charge a service fee and require a credit card. The service fee will be a percentage of the amount that is deposited into the inmate’s commissary account. $300 is the maximum amount that can be deposited. No money orders are accepted. Commissary orders are placed Friday through Thursday, although not daily. 

The family member can also go directly to the facility and deposit cash (or use a credit card) to put funds into the inmate’s commissary account. Cash definitely charges the lowest service fee, so you may want to compare options. All of the methods are ways for family members to get money to the inmate. However, a family member may also place an order directly to access correction, although a family member can only order a maximum of $25. www.montgomerypackages.com

Visitation: Each inmate will receive one 30 min visit on their visiting date. Each inmate may have two visitors. Visitors must show ID and be 18 and dressed appropriately. Video visitation is also available. Register at http://www.icsolutions.com.

Details: A large detention center offering a wide range of programs, including educational opportunities, counseling, and work release.

Commissary: Family may deposit no more than $150 per week into an inmate’s commissary account using either of the two kiosks located in the reception area at the Correctional Center or by going online to Connectnetwork.com. No checks or money orders will be accepted. Tip: If possible, use cash as the only fee is $2.50 for any amount. For credit cards, the fee is higher and raised in increments based on how much is deposited. Additionally, Accesscorrections runs commissary. Families may be able to place orders for inmates directly from SecurePak. Please check their website for order amount limitations.

Visitation: You must be on the inmate’s approved list and register with a visiting officer. Visitation hours are generally M-F 9am-1pm or 4.30pm - 9pm and weekends 9am-1.30pm and 4 pm-9.30pm. Each inmate is allowed 1 visit/day and two per week. See for housing unit schedule

Details: A smaller facility that handles pre-trial detainees and sentenced individuals with rehabilitation programs.

Commissary: This facility uses Access Corrections. Visit accesscorrections.com (they also have an app to download) to set up and account or call 866.345.1884. Contact this facility to find out if they have a kiosk at the detention center to deposit cash.

Tablets: This facility offers tablets which offers web-based communication. Go to  Securustech.net (or download the app) to set up an account for tablets only or to add money to a tablet account.

Visitation: Inmates are allowed one 30-minute visit per week. Call to schedule a visit (410.758.3817 and select option 2 to schedule.) No walk-ins. Children under 12 must be with an adult. Three visitors at a time may visit. All must have ID.

Details: A small county jail focused on housing local detainees, with a range of rehabilitation services.

Commissary: This facility uses AccessCorrections. There is a maximum of $300 per inmate per day. You can use visa or mastercard as well as cash. There is a kiosk in the lobby of the detention center, or use the app, go online to accesscorrections.com or call 866.345.1884. Please have the inmate’s name and number. Inmates must purchase shoes from commissary. Inmate will be provided court clothing the day before court and it will be picked up on Friday of that week after their appearance. 

Phone: Phones are in each dayroom. Phones may be used from 8.30am-11.00pm. Inmates may only make outgoing calls. Phones are owned by Securus Technologies and brochures are available in the lobby to explain account setup. You can also set up an app or visit their website and set up an account at www.securustech.net or call 1.800.844.6591.

Visitation: Inmates are allowed one 20 minutes’ session for males and one 30-minute session for females each visiting day. A max of three persons per inmate are allowed per inmate in the visiting area. Only those on the inmates visiting list are permitted. Cell phones may not be in the building. Holidays are closed.

Visitation: Hagerstown offers on-demand video visitation. All inmates are given tablets to video visit with family and friends. Create an account at http://gettingout.com. Max of 30 minutes per video visit. Rate is $0.25/minute. Family and friends must have an account to connect.
